Teenage drivers will again be on the agenda when the legislature meets in Bismarck next year.

State representative Ed Gruchalla of Fargo will propose a graduated license system, to place restrictions on young drivers.  Gruchalla hopes to convince the legislature to limit the hours that young drivers can be behind the wheel, keep them from using cell-phones while driving and restrict the number of passengers.  He retired from the state patrol after 25 years.
