Frustration between the governing boards that will own and operate the Red River diversion project hit the boiling point Friday. The Cass County Joint Water Resources Board, angered the Fargo City Commission delayed action this week on a draft agreement that spells out the responsiblities, called a special meeting.

Frustration between the governing boards that will own and operate the Red River diversion project hit the boiling point Friday. The Cass County Joint Water Resources Board, angered the Fargo City Commission delayed action this week on a draft agreement that spells out the responsiblities, called a special meeting. Members were prepared to reverse their approval of the joint powers agreement. Water Board Chairman Tom Fischer says there's a lot of frustration because there was no communication with anyone else that they planned to hold over the agreement for more review. Cass County Commission Chairman Darrell Vanyo was livid over the City Commission's delay, saying we need to play like a team. Before the meeting ended, the water board opted not to rescind its support of the joint powers agreement saying it would be counter-productive. Fargo mayor Dennis Walaker says the water board over-reacted. He says the city has no secret agenda and only wanted more time to review the document.
