VOLUNTEER Message Center

Cass County Government will contract for removal of sandbags from rural residences in unincorporated areas of Cass County. Residents of incorporated cities should check with their city officials regarding sandbag pick up. Rural residents will be required to remove sandbag levees and place the sandbags on the public street or end of their driveway in the public right of way. Contractors will not be authorized to enter private property to remove bags.

Pickup of sandbags in areas affected by Red or Wild Rice River flooding will begin the week of March 29'" A second and final pass through the areas affected by Red or Wild Rice River flooding will be made the weekof April 5th.

Pickup of sandbags in areas affected by the Sheyenne, Maple, or Rush Rivers will be scheduled after the ongoing flood threat subsides. Further information will be available regarding these areas at a later date.

CASS COUNTY DOESN’T NEED ANYMORE VOLUNTEERS

Cass County has joined Fargo and Moorhead and ended its call for flood volunteers. The county says the outpouring of volunteers has been tremendous. Most of the work throughout the county has been completed.

FARGO, N.D. (March 17, 2010) – All volunteer shuttle sites are now closed and will remain closed. Sites will not re-open tomorrow, Thursday, March 18. We have reached our goal of filling one million sandbags and volunteers are no longer needed to help place sandbags in neighborhoods. The City of Fargo would like to extend a heartfelt thank you to the many citizens who took the time to help fill and place sandbags in our community.


Sandbag Central Put On Hold at 5 p.m. Wednesday

FARGO, N.D. (March 17, 2010) – Thanks to the tremendous effort put forth by volunteers, we have reached our goal of approximately one million sandbags. Sandbag filling operations at sandbag central are being were put on hold at 5:00 p.m. today, Wednesday, March 17. Volunteer efforts at sandbag central werel also be put on hold at that time. Sandbag filling efforts will resume if necessary.

(March 16, 2010) –The last bus for volunteers from The First Assembly of God Church will now leave at 8:00 p.m. tonight and not 7:00 p.m. as previously scheduled.  Volunteers will return to The First Assembly of God Church tonight at 10:00 p.m.  Wednesday departures will run from 9:00 a.m. to 8:00 p.m.

Sandbagging Volunteers Urgently Needed

FARGO, N.D. (March 16, 2010) – Volunteers are urgently needed in Fargo and Cass County to help with sandbagging efforts. Volunteers for Fargo are asked to meet at First Assembly of God Church (door L) at 3401 25th St. South in Fargo. Volunteers for Cass County are asked to meet at the Urban Plains Center at 5225 31st Ave. South, Fargo.

Volunteers Needed Now!

Volunteers are urged to report immediately and throughout the day to the Volunteer Center at MSU-Moorhead Nemzek Hall (17th Street and 8th Avenue, Moorhead). Volunteers will be dispatched to fill sandbags and construct sandbag dikes at flood-prone homes throughout the City. 
 
The Volunteer Center will transport volunteers to and from Nemzek to homes along the river to ensure that resources and volunteers are directed to where they are most needed as well as avoid traffic congestion along the river. 
 
Sandbag Delivery
The City is delivering filled sandbags to vulnerable properties along the river. Homeowners are encouraged to contact any member of their Zone Team to request sandbag delivery and volunteers and may also contact the Call Center at 218-299-5300.
 
  • For empty sandbags, please contact the Call Center at 218-299-5300.
  • For sand, homeowners may order loose sand from private sand suppliers and be reimbursed by the City. A City reimbursements form and original invoices are required for reimbursement.
  • The City will deliver and place 10 and 20 foot sections of plastic within each zone.
 
Clay Dike Construction
The U.S. Army Corps of Engineers continues to construct clay dikes in areas throughout the City. Current areas include:
  • Heritage Hjemkomst Center,
  • North and South of I-94 at Rivershore Drive South and Dale Avenue South and
  • Elm Street and 4th Avenue South.
 
Traffic routing and parking will be disrupted by this effort.
 
Road Closure
Current road closures are:
·         Toll bridge at 15th Avenue North,
·         3rd St South from approximately downtown through Woodlawn Park and
·         Rivershore Drive South under the I-94 bridge.  
 
It is anticipated that 1st Avenue North will close from approximately 8th St to the Red River bridge sometime on Wednesday, March 17th.
 

CLAY COUNTY PUBLIC HEALTH RECRUITING VOLUNTEERS

Moorhead, MN (March 15, 2010) — Clay County Public Health is now recruiting medical professionals and others to volunteer in the event of an emergency. The MN Responds/Medical Reserve Corps recruits medically and non-medically trained volunteers to assist in disaster preparedness and to assure local emergency and public health resources in urgent situations.

To volunteer must be at least 18 years of age.

Shuttle Site to Open at First Assembly
FARGO, N.D. (March 15, 2010) – Starting at 9 a.m. on Tuesday, March 16 volunteer shuttles will begin running at First Assembly of God Church, 3401 25th St. S., Fargo. Shuttles will pick up volunteers every half hour between the hours of 9 a.m. and 7 p.m. and transport them to neighborhoods where sandbag walls are being constructed. Additional parking is available at Hope Lutheran south, 3636 25th St. S and at Gethsemane Episcopal Cathedral, 3600 25th St. S. Busses will be on hand to shuttle volunteers to First Assembly.
 
Shuttles at the Coliseum will also continue to transport volunteers to sandbag central to help fill bags.

FARGO SANDBAGGING EFFORTS
GOAL:

WHAT:
Denny's Bucks for Bags-Accumulate 100 hours of volunteer time and $75 will be donated to HERO!
 
WHERE:
Volunteers should report to the Fargo Coliseum (807 17th Ave N, Fargo).  You can also call the volunteer center at 476-4000
Shuttle buses run every half-hour to the city's Garbage Utility building (2301 8th Ave N, Fargo) where sandbags will be filled. 

In Moorhead, until 3pm, Monday (3/15), go to the public works building, at 700 15th Avenue North, and after 3pm, report to Nemzek at MSUM.
 
WHAT TO DO:
When volunteers register to volunteer, simply list HERO as the non-profit you would like to volunteer toward. For every 100 hours of volunteer time, $75 will be donated to HERO. 

WHAT TO BRING:
Volunteers will work inside, but should dress for the weather and bring gloves. The American Red Cross and Salvation Army will provide water, snacks and sandwiches. 
 
GROUPS:
Groups of five or more: Call FirstLink at (701) 476-4000 to coordinate times when their efforts can best be put to use. (Individuals and groups less than four can just report to the Fargo Coliseum.) 
 
YOUTH:

Sandbagging Efforts are underway.
The work started at seven Monday (3/1) morning at the Moorhead Public Works Garage on 15th Avenue North. Fargo is looking to fill a million sandbags. The work will start at 8am at the Garbage Utility Building on 8th Avenue North. Moorhead will work 7am-7pm shifts Monday through Saturday and noon to 7pm on Sundays. Sandbagging in Fargo will take place from 8am-8pm Monday through Saturday.
Moorhead residents are welcome to show up at the Garbage Utility Building, and Fargo residents are supposed to call FirstLink at 476-4000, for information


NEIGHBORHOOD Message Center

Oakport Residents, Sewer service for the area west of the coulee and south of County Road #93 was shut down at 10:00 this morning. Residents are requested to limit water and sewer usage as much as possible. Please keep water use to an absolute minimum until notified the system is back on line.

Drivers Asked to Give Sandbag Convoys Right-of-Way

FARGO, N.D. (March 16, 2010) – The Fargo Police Department is asking drivers to give sandbag delivery convoys the right-of-way as they continue to deliver sandbags to low elevation neighborhoods. Convoys will be traveling on several roads throughout Fargo, however the main routes are 25th St. and 7th Ave. N. Drivers are asked to avoid using those roads so trucks can deliver sandbags quickly and efficiently to neighborhoods. Sandbag delivery is expected to continue through Wednesday.

Sandbag Delivery Schedule for Tuesday, March 16

FARGO, N.D. (March 16, 2010) - Convoys are on schedule to deliver semi-trailer loads of sandbags to designated locations starting this morning, Tuesday, March 16. Delivery locations include:
·        Oak Creek
·        Copperfield Court
·        Meadow Creek
·        Silver Leaf
·        Southwood
·        Oak Grove
·        Belmont
·        15th Ave. N. to 35th Ave. N.
·        Timberline 
 
On Monday, March 15 volunteers filled 110,000 sandbags and convoys delivered 86 truckloads of sandbags to neighborhoods. Volunteers have now filled a total of 850,000 sandbags at sandbag central. We anticipate reaching our goal of 1-million sandbags on Wednesday, March 17.

Olivet Lutheran Church of Fargo, ND announced today that to help support the Fargo-Moorhead communities in the 2010 flood fight, they are opening “The Ark” on Tuesday, March 16 at 12:00pm. Offered as a place of rest, refreshment and spiritual support, The Ark will offer a hot meal, beverages and a place of respite from the work of the flood. The Ark is free and open to the public. Hours for The Ark after Tuesday will be 7:00am to 11:00pm daily until floodwaters recede.


12th Ave. N. Toll Bridge Closed

FARGO, N.D. (March 15, 2010) – Due to the rising river level, the 12th Ave. N. toll bridge has been closed. The bridge will remain closed until flood waters subside.

North Broadway Bridge Closed Due to Flooding

FARGO, N.D. (March 15, 2010) – Due to water over the road, the N. Broadway bridge (north of 37th Ave.) has been closed and will remain closed until flooding subsides. 

Police Ask for Public Assistance and Awareness

FARGO, N.D. (March 15, 2010) – The Fargo Police Department is asking for the public’s assistance and awareness as we begin escorting trucks and equipment necessary to help fight the flood.  Effective immediately, the Fargo Police Department will start escorting sandbag delivery trucks to various drop-off points throughout the city. Police will use lights and sirens with a lead car and trail car to escort semi-tractor trailers in groups of three to their drop-off points and then back to their loading points. We ask the public to yield the right of way to these escorted convoys so we can efficiently and effectively deliver sandbags and equipment to where they are needed.
 
We also ask that resident do not park on streets and avenues where flood protection work is in progress. Crews need quick and clear access to move large equipment. Vehicles parked on the street could hinder that access requiring us to tow vehicles. We will try to find vehicle owners, however the emergency situation we are in may not allow time to do that.  Please be mindful of where you park.

Fargo, ND (March 15, 2010) - As flood waters rise along the Red River, the Fargo Police Department reminds citizens to remain safe and facilitate emergency efforts by following these existing City ordinances:
 
  • Do not climb dikes or destroy them. This can result in your arrest.
    (ordinance 10-0318)
  • Do not enter areas deemed off-limits by city officials. This can result in your arrest.
    (ordinance 10-0318)
  • Do not operate watercraft in a way that damages flood protection efforts (wakes).
    This can result in your arrest. (ordinance 10-0318)
  • Do not drive your vehicle on a dike.  This can result in your arrest or a fine.
    (ordinances 10-0318 and 08-0123)
  • Do not drive through or around a barricade.  This can result in a $20 fine.
    (ordinance 08-1301D)
 
(City ordinance 10-0318 encompasses a state of emergency declaration and if you are arrested for violating aspects of this ordinance there is a $500 bail and you will be required to appear in court)
 
The Fargo Police Department appreciates residents’ cooperation with these city ordinances.

Sandbag Delivery to Neighborhoods Begins Today

FARGO, N.D. (March 15, 2010) – City Crews will begin delivering sandbags to lower elevation neighborhoods at 9 a.m. today, Monday, March 15. Sandbag delivery will continue to designated areas 24 hours a day through Wednesday. Delivery convoys will be traveling on 25th St. so drivers are asked to use alternate routes. This will help convoys make deliveries quickly and efficiently. Convoys will be escorted by Fargo Police. Today, crews will deliver sandbags to the following neighborhoods:
·        Belmont Park
·        Harwood Groves
·        River Drive (Burritt, Kennedy and Lemke Additions)
·        River Vili
·        Rose Creek
The delivery schedule is based on the flood risk level of the neighborhood. The full delivery schedule is attached to this e-mail for your reference. Day one refers to Monday, day 2 Tuesday and day 3 Wednesday. This information is also available online on the Flood Information Web site: www.cityoffargo.com/flood.

Cass County is opening its sandbag-filling center. Residents may purchase empty sandbags for a nickel apiece. Filled sandbags will be reserved for sections of the county deemed to be in the most need. The county's sandbag center is in the chase steel building north of the former Highway Host restaurant on 21st street northwest in West Fargo. A 24-hour "help line" has been set up. The number is 297-6000.


The City of Moorhead has recently updated its account with Emergency Communications Network, providers of the CodeRED© high-speed notification solution.  This no-charge update will allow message recipients to easily identify calls coming through the system.  Message recipient’s Caller ID will read “Emergency Communications Network” or 866-419-5000, depending on local telephone providers.  The City’s CodeRED© system will be tested on Monday, March 15th at 10:30 a.m. with a call to all registered phone numbers in the database.

As a new feature, City of Moorhead residents may now simply dial the number displayed on their Caller ID to hear the last message delivered by the City.  This enhanced service will offer residents an immediate replay of the message.

The CodeRED© system provides City of Moorhead officials the ability to quickly deliver messages to targeted areas or the entire City.  If you are not sure that you are included in the database, simply log on to the City of Moorhead website at www.cityofmoorhead.com and click on the CodeRED© logo.

Residents without Internet access may call Moorhead City Hall at (218) 299-5305 Monday through Friday, 8:00 a.m. - 4:30 p.m., to supply their information over the phone. Required information includes first and last name, street address (physical address), city, state, zip code, and primary phone number.  Additional phone numbers can be entered as well.

All businesses should register, as well as individuals who have unlisted phone numbers, who have changed their phone number or address within the past year, and those who use a cellular phone or VoIP phone as their primary number.


Elm Street North Closed Indefinitely
FARGO, N.D. (March 11, 2010) – Last night, Wednesday, March 10, the City of Fargo Street Department closed the permanent gates on Elm Street by El Zagal Golf Course due to water drainage across the street. With the imminent flood, this section of Elm Street North will remain closed until the flood fight is finished. Traffic will be detoured to 14th and 15th Avenues North via 3rd Street.
 
Fargo, ND: Dakota Medical Foundation in partnership with FirstLink wants to encourage student volunteerism during the 2010 flood preparations. DMF will award five (5) $2,000 scholarships to students who volunteer a minimum of four (4) hours sandbagging or completing other flood fighting activities. The five scholarship recipients will be selected after the flood risk has passed. Students eligible for the scholarships are area college students and junior and senior high school students who volunteer a minimum of 4 hours for 2010 flood preparations. Students must complete a brief scholarship application and submit it to a FirstLink representative at one of the sandbagging sites in order to get his/her name entered into the drawing for a scholarship. Students will get their name entered into the drawing for every 4 hours volunteered.

 

Cass County government is holding a flood informational meeting at 7 tonight (Tuesday) at the Harwood Community Center for rural residents north of Fargo-West Fargo. It includes Reed, Raymond, Berlin, Harwood, Wiser Gardner and Noble townships.
