FARGO - Upstream opponents of the planned Red River diversion gathered last night to discuss details of a lawsuit aimed at stopping the nearly $2 billion project from going forward.

As KFGO first reported, the legal challenge will be filed by the Richland-Wilkin Joint Powers Authority. The group argues the project violates both federal and state laws.

Gov. Jack Dalrymple tells KFGO News he believes the lawsuit can be avoided. He has a message for the corps of engineers, “We need some modifications in this project that ensures that they achieve the goals of the project without doing harm to a significant number of people.”

Residents who live south of Fargo say the project's water storage area would flood thousands of acres and displace three communities.
