Gov. Dalrymple helps dedicate a $21 million upgrade to the water treatment plant in Valley City.

State Water Commission Engineer Todd Sando says the improvements were designed to better handle higher sulfate levels in the Sheyenne River from Devils Lake.

Sando says the plant now has the some of the latest technology and equipment of any in the state.
