Secretary of State Al Jaeger says he doesn't know who's behind it, or why, but people are receiving calls telling them that absentee voting is against North Dakota law. His office has received at least a dozen complaints.
Jaeger says voting alternatives are more popular every election. He predicts that 30 percent of voters in the state will cast an absentee ballot, early-vote, or vote by mail in November.
