A delegation representing the Red River Diversion Authority has traveled to St. Paul to meet with the U.S. Army Corps of Engineers to discuss a plan that could spare three upstream communities.

Fargo Mayor Dennis Walaker says the Corps is receptive to the plan to build one continuous, permanent levee around Oxbow, Hickson and Bakke to protect the towns from the diversion's water staging area. The three communities face buyouts, something Walaker says is unacceptable.

He calls the plan the "grand solution," but cautions it is still very preliminary.

The draft would still require some home buyouts to build the levee. The plan will be presented to the Diversion Authority at its next meeting and would have to meet approval from the three towns. Oxbow Mayor Jim Nyhoff was told about the plan and Nyhoff has told KFGO News it's still too early for him to comment.
