North Dakota is one of 17 states where you can't be pulled over for not wearing a seatbelt.
A proposal now in the legislature would change that.
Now, a driver can only be cited for not being buckled in if they have been pulled over for another offense.
AAA's Gene Laducer says the group supports the bill as a "primary" offense.
Laducer says there are a number of bills taken up help improve highway safety, aimed at putting a "significant dent" in the state's rising highway fatality rate.
