A big new wind farm is proposed for Stutsman county.

Public Service Commission Chairman Brian Kalk says the PSC received a letter of intent from Courtenay Wind......

Kalk says that’s the first letter of intent for a wind project the commission has received since the production tax credit was extended, as part of the fiscal cliff deal.

He says the company wants to start building the wind farm by 2014.
