STANLEY, N.D. (AP) - A group that includes former U.S. Rep. Earl Pomeroy is proposing a new City Hall in the North Dakota oil patch city of Stanley.

Potential investors, an architect, and the former congressman who now works for a Washington, D.C., law firm met with city leaders this week to outline the idea.

Pomeroy says private investors would finance construction, lease the building to the city and give the city the option to buy at some point. He says it's a way of easing up-front costs for the city and getting the project started more quickly.

The City Council plans to study the proposal. Mayor Mike Hynek says the existing City Hall is nearly a century old and has problems with its roof and heating and cooling system.
