A federal judge has dismissed a lawsuit filed by a former head shop against the city of Moorhead. Discontent closed last January when a city ordinance went into effect that outlaws drug paraphernalia.

In a 17-page ruling, U.S. District Judge Michael Davis says Moorhead's paraphernalia ordinance and enforcement policy are constitutional. The ruling says the ordinance provides clear guidelines of prohibited conduct.

Defense attorney James Thompson of Minneapolis says he's pleased with the ruling.
