BISMARCK, N.D. (AP) - North Dakota Gov. Jack Dalrymple is preparing to outline his budget recommendations to the Legislature on Wednesday.

Dalrymple is speaking to a joint session of the North Dakota House and Senate.

His budget speech will wrap up the Legislature's organizational session.

Lawmakers have been getting ready this week for the start of the 2013 Legislature on Jan. 8.

During his election campaign, Dalrymple said he would propose tax cuts and increased public works spending in his next budget plan.

He calls his proposal ``historic'' and says it will provide for North Dakota's pressing needs while keeping a substantial budget reserve.
