Missouri Basin governors are hoping that better monitoring of upstream snowpack in the spring will help future flood damage.
The governors are meeting in Bismarck to review last year's flood.
North Dakota Governor Jack Dalrymple said the Army Corps of Engineers and the National Weather Service have plans to install more river gauges.
"Days do matter in these things," said Dalrymple. "The amount of time that you have to release more water does decrease the stage where the level of the flood crests, and that of course is the goal."
Dalrymple said the additional gauges should provide real-time updates and give people more time to prepare.
