Minn. Governor Mark Dayton toured flood damage in the Duluth area on Thursday, a scene he called "horrific."


Dayton said he is committing the full resources of the state to those affected areas.


"I've given the people in this room my home phone number and I want to hear directly if there are problems, glitches or snags so I can do everything I can to see that the state government is responding," said Dayton.

Duluth Mayor Don Ness is estimating damages at between $50 million and $80 million.


Dayton said a special session of the legislature is possible.
