The Insurance Federation of Minnesota reports that out of the 85,000 people living in Duluth, Minn., only 111 homeowners had flood insurance.

Spokesman Mark Kulda said few Minnesota residents have flood insurance.

"It just points out that throughout Minnesota, we're a state that gets routinely hit by flooding yet few of our citizens actually take advantage of the National Flood Insurance Program and purchase flood insurance," said Kulda.

Kulda said some of the reasons homeowners do not purchase flood insurance is because they think it is too expensive or they think only homeowners who live in flood plains qualify.

The Federal Emergency Management Agency said 25 percent of claims come from homes located outside designated flood plains.
