A St. Paul company has agreed to a $25,000 fine for using minors to do pipefitting and other work at a $13 million hockey arena in Crookston three years ago.

GST Incorporated denied that it employed minors for hazardous jobs.

Approximately 21 children between the ages of 12 and 17, including some members of the high school hockey team worked on the arena project.

The fine was the result of an investigation by the department of labor and industry.
