Duluth Mayor Don Ness says the city is open for business.
Ness said despite the challenges ahead with the aftermath of the flooding, most streets are passable, and they need tourists to know it is safe.
"Folks should know that 95 percent of the streets in Duluth are in good condition, they weren't impacted," said Ness. "It is safe to come to Duluth. In particular, the downtown waterfront was not impacted."
Volunteers spent the weekend cleaning up branches and debris in the area.
The zoo is expected to open by the Fourth of July.
