Watching the disaster unfold as Superstorm Sandy pounds the East Coast, Pat Owens says it's like deja vu.

Owens was mayor as the 1997 Red River flood swept through Grand Forks, burning parts of the city. Owens says that disaster was huge but on a more limited scale than Sandy but she sees similarities. Owens says much like Grand forks, the cities will recover but it will be costly, will take a long time, and the lives of those affected will be changed forever.

Owens was mayor for less than a year when Grand Forks was flooded. She received numerous awards and national recognition for her efforts after the flood. She ran for a second term in 2000, but was voted out of office.
