Berg is locked in a close race with Democrat Heidi Heitkamp for the open seat.
Democrats have criticized House Republicans over Congress' failure to finish the bill before lawmakers recessed last weekend. The Senate passed a 5-year farm bill in June with strong bipartisan support. The House Agriculture Committee finished a separate version in July, but no action was taken as GOP leaders wanted to avoid a pre-election fight over food stamps, a dominant element of the bill.
