The North Dakota house will be considering different proposals to change the way higher education is governed.
House Majority Leader Al Carlson has a constitutional amendment to replace the Board of Higher Education and the chancellor with a department of higher education, giving the governor the power to hire and fire a commissioner of higher education.
Bismarck Representative Rick Becker has a similar measure, but is proposing that the director of higher ed be an elected position.
Carlson says its a discussion worth having.
The house judiciary committee will be holding hearings on those measures.
