North Dakota University System Chancellor Hamid Shirvani is not happy with University of North Dakota President Robert Kelly.

North Dakota University System Chancellor Hamid Shirvani is not happy with University of North Dakota President Robert Kelly.
Kelly touched off a firestorm after challenging a plan to create office space for Shirvani on the Grand Forks campus.
In a memo that landed in the hands of some legislators, Kelly questioned whether the University System had authority to approve and proceed with any changes without the approval of lawmakers.
Shirvani says the design change has no impact to the size or cost of a new information technology building where the office space will be located so it did not require legislative approval.
He says if President Kelly was really concerned, he should have called him. Shirvani says "I think he is wrong..this was the least courteous thing he could do."
Members of the Higher Education board have been called to appear before the Senate Appropriations Committee later this week to answer questions about the plan.
