Fargo City Commissioners have unanimously approved spending $88,000 to study the feasibility of building a tunnel for a stretch of 2nd Street North between 1st avenue and the railroad underpass near 5th avenue.
The proposal is an alternative to a floodwall plan east of city hall announced in October that would protect downtown Fargo.
Houston Engineering will do the study which is to be completed by June.
