The Majority Leader of the North Dakota House wants to do away with the Board of Higher Education.

Republican Al Carlson of Fargo has introduced a proposal in the legislature to replace the board with a Department of Higher Education. The governor would appoint a director who would serve as the chief executive officer.

The appointment would be for three years and the governor could fire the director. Carlson is offering the proposal as a concurrent resolution. It would not be a law if passed by the house and senate and it wouldn't require the signature of the governor.

The constitutional change would need the approval of voters in next year's general election.

Carlson has long been at odds with the Board of Higher Education and has proposed its elimination in the past.
