Former Vice President Walter Mondale and former Governor Arne Carlson are fighting a proposed constitutional amendment in Minnesota requiring voters to show photo ID's.
Mondale said he believes the requirement would keep people away from the polls.
"This is a clean, solid, exemplary state and this constitutional amendment is designed to discourage voting," said Mondale. "It's not designed to fix a problem because there isn't one."
Supporters say the amendment guards against voter fraud.
Carlson says he thinks moderate Republicans will turn against the amendment when they delve into uncertainties over costs and logistics.
Minnesota voters will decide the issue in November.
